DESIGNATED LEARNING INSTITUTIONS
It is a designation that the provinces and territories approve to their schools that can enroll international students. These schools are known as designated learning institutions (DLI).
You need an acceptance letter or an unconditional letter in terms of applying study permit/visa. Only the schools approved by its provincial or territorial government to host international students can provide the above said documents.
A unique DLI number is assigned to these Designated Learning Institutes. But for primary and secondary schools there is no such DLI number assignment to them. Although, in Canada, all primary and secondary schools are DLI’s.

It’s a Canada Government initiative to streamline and faster the process of student visa application. IRCC processes most SDS applications within 20 calendar days if the eligibility requirements are met.
Under this stream, paper visa application is not acceptable. The only application applied under electronic way under GCKey account are accepted. Although, all paper applications will process under the regular study permit application stream – subject to normal time process.
Note: International students who are qualified for SDS processing are still subject to al other eligibility and admission requirements under the Immigration and Refugee Protection Act (IRPA) and Immigration and Refugee Protection Regulation (IRPR).

Applicant should deposit money in one of the eligible banks participated the GIC programs under SDS process. Only the bank insured by the Canadian Deposit Insurance Corporation (CDIC), or any bank listed on the IRCC - SDS web page are eligible.

International should undergo the medical exam and present medical certificate along with his/her online application. He/she should present the medical certificate if he/she lives or traveled for 6 or more than 6 months. Only panel physician approved by IRCC are eligible to conduct the legitimate medical exam.
For online or paper applications – once you receive a letter from RCIC, only then you should give the biometrics. In order to get this letter, the applicant should pay the biometric fee when submitting online or paper application.

If the primary applicant applying under the SDS (Student Direct Stream) program, then he/she is also eligible to apply, at the same time, for his/her spouse, and dependent children.
The spouse of SDS applicant is eligible to apply Temporary Resident Application which includes either of work permit, study permit, and temporary resident visa (TRV). Application must be submitted online.

To study in Quebec, the first thing first is to have a letter of acceptance from the Designated Learning Institution which you plan to attend in Quebec. Most importantly, you must have a Certificat d’acceptation du Québec (CAQ) or certificate of acceptance which is issues by the province of Quebec. Once you get the approval as CAQ you can be eligible to apply study permit in IRCC.
It is a document from Quebec’s Ministère de l’Immigration, de la Diversité et de l’Inclusion (MIDI) that an international student must apply for the CAQ before coming to Quebec for studies.
The fee required to process your application is $120CND (Canadian dollars) as of January 1st, 2022.
